Swap rules: approve safe swaps instantly, send the rest to a person

Today every shift swap waits for a Location Manager. This prototype checks each swap against rules an Admin sets: is the colleague trained for the role, are their certificates valid, and will the swap push them past the weekly hours limit. Swaps that pass every check are approved on the spot.
